On March 14, 2025, trump issued an executive order directing the CDFI Fund and other agencies to reduce their operations to the minimum necessary to perform their statutory duties. This order requires the CDFI Fund to submit a report to the Office of Management and Budget within seven days, detailing which functions are legally mandated. The order also grants the OMB Director the authority to reject funding requests inconsistent with the order’s objectives.

What this means for us...
The CDFI Fund is a critical resource that helps Black entrepreneurs access capital when access at traditional banks would be or has been denied (Black women are 3 times more likely to be denied business loans at banks). Without CDFIs, many of our businesses would struggle to get the funding needed to launch, grow, and sustain operations. Less funding for CDFIs means fewer loans, fewer resources, and fewer opportunities for Black-owned businesses to thrive.

Now is the time to stay informed and speak up. Our economic future depends on it.

Meet Ashley Rock Wylie a powerhouse entrepreneur, registered nurse, and community advocate whose career is rooted in service and transformation. From supporting families in crisis to creating joy through stunning floral arrangements, Ashley’s journey reflects her deep commitment to West Baltimore and beyond.

Her entrepreneurial path began early in her nursing career with Dreams 2 Reality, a consulting firm serving under resourced communities. While working at the University of Maryland’s JACQUES Initiative, Ashley tackled pressing health disparities like HIV and Hepatitis C. But her vision expanded when she and her husband, Brandon, co-founded Above It All in 2014—a mental health program that offers outpatient services to kids, adults, and families. Inspired by Brandon and his father’s work with Wylie Funeral Homes, the family sought to support the community before a tragedy strikes. Today, Above It All not only provides critical care but also funds free outreach programs, including crisis prevention training and mindfulness classes.

Ashley’s entrepreneurial spirit led her to fully embrace her businesses after being laid off from a corporate role in 2019. She stepped into her purpose as the owner and COO of Fleurs d’Ave Floral Boutique, which operates two locations in West Baltimore, including one at Lexington Market. By preserving and expanding this Black-owned business, Ashley continues to invest in her community while creating jobs and opportunities for others.

Balancing her roles across three ventures, Ashley draws on her nursing expertise in multitasking and problem-solving to build businesses that meet people where they are—whether they’re seeking mental health support, floral creations for life’s celebrations, or tools to transform their communities.

As a founding member of The WELL, Ashley embodies the values of sisterhood, support, and legacy-building that define our network. Her story reminds us that with vision, passion, and community, Black women entrepreneurs can—and will—thrive. 💐✨
